Specification Hotfix Applied - Charter Readiness

Issue: In order to have our charter prepared for submission, content from the public channel specification needed to be moved to the draft STAR specification to avoid potential conflicts.
Solution: The charter has been updated with the information requested during our charter meeting on 04/03/23 and the Implementation Advice section has been moved into the STAR supplement as requested. This has triggered a minor public refresh release of the specification (to keep the channels in sync). No further document changes were made during this time and this content shift will be noted in the next milestone release notes.
