[BUG] Session tickets 0.10.2

Hi, in our new PoC of a Warpgate updated from 0.9.1 to 0.10.2 version, we saw that when you create a ticket with just 1 use available it doesn't work.
With 10 uses available, when the user use it once, it decrease 3 so the tickets dropped down to 7 uses.
