Add capability to disable update check service in dashboard

Description

We want to add the ability to disable the update check service UI completely, without an option to re-enable it from the dashboard. This means the service could be enabled in the server, but forcefully disabled on the dashboard. The updates check will be executed, but not reported in the dashboard.

Specifically, when this options is enabled we will:

• Hide the Check Updates button
• Hide the option to disable updates notifications
• Hide the column "Update status" from the API Connections table
