Description
While working on this issue #726 I've found an error. Some controllers are not checking properly if the admin mode is enabled.

Steps to reproduce

  1. Go to Management > Group / Ruleset / Decoder
  2. Even if the admin mode is enabled in the config.conf you cannot see the admin mode capabilities.

I've removed duplicated functions in management-states: 26aa9f4
