TAG early design review interest? #3

@cynthia informed me TAG nowadays has a thing called "early design review" where the TAG kindly offers thoughts and guidance on an early-stage design direction and accepts explainer only proposals.

I think the Model Loader API explainer would qualify for that review.

If we decide to go down this path, the template is here.
