Bug description
When the "On Startup" option is set to "Continue where you left off", when creating a new window, each tab is duplicated.

To Reproduce
Set the "On Startup" option to "Continue where you left off".
Create a new window.

Expected behavior
The new window should only have one tab with the start page.
