Document yearly event update tasks

In clearing out my local TODO list, I realized I had the start of a checklist of things that need to be done every year. Flesh this out and move it to the Syndicate Wiki.

• Open registration / RSVP
• Add event to Calagator and Lanyrd
• Update site theme with new dates and registration link
• Write blog post announcing dates and basic details
• Update Twitter and Facebook account themes
• Post event announcement to Twitter and Facebook
• Send email to past attendees
• Update sponsor prospectus
