marking an unsubmitted draft as under review places a wrong timestamp in the template #299

Steps to reproduce

  • find unsubmitted draft from a long time ago (back of queue, like 5.9 months go)
  • mark as under review

What happens?

  • {{AFC submission|r||u=MoviesandTelevisionFan|ns=118|demo=|reviewer=Hey man im josh|reviewts=20231101022236|ts=20221107185100}}

What should happen instead?

  • ts should place today's timestamp, instead of putting whatever it is currently putting there

The only use for the ts parameter in the /draft phase is for G13 categorisation. When a user clicks "submit" the timestamp is updated, similarly if they just submit directly.

If a draft (for whatever reason) is sent straight to the /reviewing stage from the /draft stage, the script should set ts= to be the time when the draft was placed under review.
