What OS are you using?

Microsoft Windows 10 Enterprise Edition

Describe the Bug

After trying to install labelme with python -m pip install labelme, I get the following error message.

Even after I set the encoding to utf-8 and the result of sys.getfilesystemencoding() has shown 'utf-8',
the error remains.

Please help.
