Switch from custom debug utility to use the @actions/core debug utility #9

A carryover from the inspiration of the Gutenberg actions is the debug utility for outputting logs to the workflow output. However, @actions/core has a debug utility that could be used instead which would be preferable because it adds more control and is native to the action flow.
