Long Submenus Create Empty Space Below the Footer

Describe the bug

Having long submenus in the Primary Menu creates empty space below the footer.

We can temporarily resolve the issue by applying the following CSS code:

Isolating the problem (mark completed items with an [x]):

• [ x] I have deactivated other plugins and themes and confirmed this bug occurs when only WooCommerce + Storefront theme are active.
• [ x] I can reproduce this bug consistently using the steps below.

To Reproduce

Steps to reproduce the behavior:

1. Install and activate Storefront theme on test site
2. Install and activate WooCommerce plugin
3. Make sure you have enough pages to add to the menu
4. Go to Appearance > Menus
5. Create a new menu
6. Add several menu items with at least 20 submenu items each
7. Assign it to the Primary Menu location
8. Save and view site

I expect not to see a blank space below the footer, regardless of how long the submenus are.
