Description and context

Wormchain currently uses golang 1.19, which will be EOL once 1.21 is released some time in August 2023.

Here is an attempt to upgrade, but the build fails: #3256

Definition of done

Wormchain compiles with golang version >= 1.20.7 (ideally >1.21) and all tests use that version.
