Agent needs to prompt authentication failure notification when agent is unable to renew the token.

Steps to reproduce:

1. Modify identity.xml in <IoTS_Home>/conf to expire refresh token within a short period of time.
2. Enroll Android evice
3. Turn off device and let refresh token to be expired
4. Turn on device back

Expectation: Agent should show a notification asking credentials to re authenticate as refresh token expired.

Actual: No notification shown.
