Displays: feature based access with view permissions to non-destructive edit only features

There are several functions a user might want to perform on a display which would not always be considered "Edits", for example Requesting Screenshot, Collect Now and Run Command.

When running commands they should only see commands

We should add a new feature flag which allows access to these functions for users with only view access (currently you need edit access).

This feature should not be enabled by default so that the current functionality is maintained.
