I have almost no information about this festival, but it should be available every year in the winter. Treat it like a renewal ceremony. It is minor compared to the Unbinding Festival, so it doesn't need much in the way of random events, if any.

With this event in place, the frequency of the Unbinding Festival should be reduced to once every 3 years. Evaluate the bonuses given and see if they need adjustment.
