HUGE festival for Hellenes. So many possible events. Must be held in a Greek kingdom.

Mechanic for deciding who will host the games needs to be designed.

The Olympics was actually restricted to Greek people. Even the Roman's were barred from participating. The Olympics were even held under Roman rule until shut down by a Christian emperor (Theodosius). They were highly religious in nature, so yeah, restricted to Hellenic Pagans, maybe even Greek cultured characters.
