Windows download URL results in 404 error for guests #66

The artifact on the Getting Started page results in a 404 (not found) HTTP error.

It is probably older than what GitHub allows, or the URL changed.

Actually it still works when logged into GitHub. So they must have changed artifact downloads to also only be available for registered GitHub users.

This still used to be different a couple of days / weeks ago (where logs where only for users, but guests could still download artifacts).

This is obviously an issue for us. I have created an issue in actions/upload-artifact#51.

We also got a recommendation for GitHub Releases in actions/upload-artifact#27 but I don't like that idea (I plan to post a response in the linked issue soon).
