In order to ensure that observations that have been submitted a long time ago, but are not being executed because other observations are higher, get submitted. We need an astroplan constraint that ranks observations by how long ago they were submitted. Observations in the last week or so should be treated equally, but after that, it should be a sharp pickup. I'm thinking an exponential. What is the correct time constant?
