undefined "data_layer" #4

I am receiving a "undefined local variable or method `data_layer'" when I try to set the variable data_layer, where should I declare it?

Hello pauades.
Sorry for replying so late.

I also tried using devise, but I did not have that problem.
data_layer is defined when rails initializing as follows.
https://github.com/ykogure/gtm_on_rails/blob/master/lib/gtm_on_rails/controllers/initialize_data_layer.rb

What version ruby are you using?
