Add setting to configure venv/boto3 lib path

There are other issues describing similar problems when selecting the correct env. I am not able to select my env which lies inside a nested folder inside my workspace. However this is required because I am building my venv using pantsbuild.
It would be really helpful to have a setting to select the correct path pointing to the venv or the sitepackages directory.
