Classifier: Popup tutorial blocks the Engaging Crowds indexing tools

On a project that allows you to choose a workflow and subject set, like In The Spotlight, the tutorial appears before you can choose a subject set. Tutorials listen to changes in workflows.active, and appear when you select a new workflow.

To reproduce this, choose the Titles workflow and a subject set on In The Spotlight, then go back to the home page and switch to the Dates workflow:
