No checkmark images on block lists in IE10

When using checkboxes or radio groups in block lists in Internet Explorer 10, the checkmark icon won't appear on selected items. The icon is added by embedding an SVG in a data image url() value, added to an after pseudo-element. IE10 doesn't support the data protocol on pseudo-elements, so we'll need to find a way around it.
