Specify the RF region used for OTA updates when the controller's region is not known #3982

Once zwave-js/node-zwave-js#7369 is released, we should expose this functionality in Z-UI aswell.

If (and only if) the controller's region is not known (undefined), users should have an option on the OTA firmware update service tab to specify their controller's region. This should come with a warning that specifying the wrong region may result in bricking the device.
