Refactoring server.go

[kwitsch]

Changes:

• server.go: removed context.Background from OnRequest in favor of ctx
• server.go: Stop uses ShutdownContext
• helper.go: DoGetRequest uses NewRequestWithContext
• fixed some flakyness in tests
