Cleanup build and fuzz-test GH workflows #1410

Description

This PR cleans up GH workflows in a way that it doesn't checkout git submodules anymore for the workflows which don't need it. It also adds names to some steps which were missing it.

Changes include

  • Bugfix (non-breaking change that solves an issue)
  • Hotfix (change that solves an urgent issue, and requires immediate attention)
  • New feature (non-breaking change that adds functionality)
  • Breaking change (change that is not backwards-compatible and/or changes current functionality)
