Double the estimated fees for dynamic fee transactions

Description

Instead of increasing estimated fees just by 20% for dynamic fee transactions, now tx relayer increases estimated maxFeePerGas and maxPriorityFeePerGas by 100% (namely twice as much comparing to estimated values).

Changes include

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
