Add Generate image as action link in various blocks

Is your enhancement related to a problem? Please describe.

1. The Image block currently has an [Upload] button, _Media Library link, and _Insert from URL_ link. Let's look to add a _Generate image_ link between the [Upload] button and _Media Library_ link that directly opens the Select or Upload Media modal to the Generate images tab.
2. The Gallery block currently has an [Upload] button and a _Media Library link. Let's look to add a _Generate image_ link between the [Upload] button and _Media Library_ link that directly opens the Create gallery modal to the Generate images tab.
3. The Media & Text block currently has an [Upload] button and a _Media Library link. Let's look to add a _Generate image_ link between the [Upload] button and _Media Library_ link that directly opens the Select or Upload Media modal to the Generate images tab.
4. The Cover block currently has an [Upload] button, _Media Library link, and _User featured image_ link. Let's look to add a _Generate image_ link between the [Upload] button and _Media Library_ link that directly opens the Select or Upload Media modal to the Generate images tab.
