Description of the Change
This adds setup, configure, and other docs related to adding Microsoft Azure services for image alt text.

Benefits
Assist plugin users looking for help in setting up Azure Computer Vision for ClassifAI usage.
Possible Drawbacks
Eventually we'll want to consider a better location for ClassifAI docs, but for now keeping everything in the README should suffice.
