update the static analysis page

In no particular order:

• Flipped the table to list available services by language, rather than the other way around.
  • This is more user-centered, as users will come in thinking "I'm using X language(s) - what do I do?"
• Add recommendation for Go - closes include static analysis tool options for Go #213
• Remove references to channel that previously maintained the site
• Update recommended JavaScript scanning tools /cc Static Security analysis: ESLint rule change #320
• Move the headings up a level (h3s to h2s, etc.)
• Remove instructions that can be found in the canonical source
  • Leaving them in, we risk them getting out-of-date
