We should add tags to the filesystems depending on what hub they will be used for.

Let's call the tag 2i2c:hub-name and set the value to be the name of the hub that will be using it.

Definition of done

All EFS instances on the openscapes cluster have a tag named 2i2c:hub-name with the value being prod, staging and workshop. This can be verified by looking at them on the AWS console.
