AWS cost attribution: create an EFS for each hub of all clusters, tag it and move data accordingly #5077

Definition of Done

  • hubs are using the new EFS for home directory storage
  • Permissions and ownership of all files match between source and destination after copying files
  • All EFS instances on each cluster have a tag named 2i2c:hub-name with the value being each of its hub's name. This can be verified by looking at them on the AWS console.
  • the cost of each hub shows up in its respective grafana

Closing this task in favour of the EBS migrations that will happen as part of #5010 as discussed with @yuvipanda.
