This pull request contains modifications necessary to add QSPI support to target RHOMBIO_L476DMW1K

QSPI references have been added to targets.json
/TESTS/mbed_hal/qspi/flash_configs/flash_config.h has been modified by adding RHOMBIO_L476DMW1K as a target that uses QSPI
some comments on /targets/TARGET_STM/TARGET_STM32L4/TARGET_STM32L476xG/TARGET_RHOMBIO_L476DMW1K/PeripheralPins.c have been modified to match correct QSPI Part Number
