This changelist updates PyBind11 to version 2.10.4, as approved in a recent MaterialX TSC meeting. This raises the minimum Python version in MaterialX builds to 3.6, and enables support for versions 3.11 and beyond. Additional changes include: - Update developer documentation for Python builds. - Add initial GitHub Actions configurations for Python 3.11.
