It turns out that the dependabot.yml file is specifically used to configure Dependabot for version updates.
However, we don't need this because it would lead to an influx of PRs. Instead, we only require Dependabot to handle security updates, a setting that can be enabled to generate PRs solely for security-related updates, which I have enabled.
