PWA: Onesignal API is easy to use and can generate notifications

iOS App: Can create certificates with kdk1616's Apple Dev acct.

Both approaches require storing notification tokens and likely Aspen credentials on a database. This makes security more important than before. We would need to be upfront about what people are storing on our system and give them the ability to opt in/out.

We should look into an open-source and self-hosted alternative to OneSignal so that we can be sure that all processing is done securely.

Description from @Ruborcalor on original issue (#57):

This will require pinging Aspen once every ~15 minutes with the same jsession and apache token to keep the user logged in. If the response is different that the previous one, a push notification can be sent.

Once again, I believe this is worth exploring our options with, although nothing may come of it.
