Improve Ordering of Operations

This PR changes the way the seed operation happens to be more predictable.

• Backends are no longer created prior to everything else being read in (the fetch operation in aomi.model.Context)
• Secret backends are created in a batch prior to data being written
  • Mount points slated for removal have that done before anything else. This allows us to clean up re-occuring conflicts until More Mount Conflict Detection hashicorp/vault#2919 is merged. It also seems like the right thing to do.
• Also document removal of resources #112 has been a done a bit better
