SIte management panel - Keep "WP Admin" button primary across all tabs

Description

We tried having the WP Admin button only be primary on the "Overview" tab, but this feels off. We'd like to keep it consistent, even though this means that we'll have multiple primary buttons on the same screen.

• Deployments
• Monitoring
• Logs
• Staging Site
• Server Settings
