gPTP will get built twice in a Travis build test. Once from a makefile and again from cmake generated makefile. This change will support appveyor building gptp for windows as part of the standard sanity tests.

I'm going to go ahead and merge this as it is a feature to feature merge and rather trivial. |

Updates to travis to use newer version of cmake required by gPTP build.
