Use the command /creategarage for start to build a new garage, place your point at the right location and press E to confirm the location, once it's done, press equal to change the point to the next one. Once it's done, it's should open you a context menu, renseign your job for the garage (none if you don't want one). It's the same thing for creating impound, but with the command /createimpound.
Your garage and impound should appeair once it's done.
