Update PowerShell workers to latest versions

  • Update PowerShell 7.2 worker to 4.0.3220
  • Update PowerShell 7.4 worker to 4.0.3219
  • These worker versions support the latest PowerShell SDK versions, plus add support for OpenTelemetry in the worker
