Attach troubleshooting guide for specific exception types

Description

1. Attach troubleshooting URL in ImportError exception message.
2. Add a decorator in utilities attach_message_to_exception. This is for appending extra message on a specific exception generated from a specific functions.
3. Move tracing.py into utilities folder.
