Description

Fix issue #17856

System.Reflection.DispatchProxy version should be upgraded on Windows PowerShell with .NET Framework.

The version of System.Reflection.DispatchProxy.dll has been updated to 4.0.4.0. So the dll itself should also be updated accordingly.
