This PR fixes
Added What-If step to Deployment Pipeline to give users an understanding of what changes will apply when merging the changes into the
mainbranch. This provides additional information wrt what changes will be enforced on the respective services when merging and running the actual deployment. This is related to Azure/data-landing-zone#106 .
