Why I did it backport PR10313 and PR12200 to 202111 branch to fix these issues for Seastone How I did it Due to confliction when cherry-pick these fixes to 202111 branch, I raise a standalone PR for 202111 branch. Versions prior to 202106 without these issue. How to verify it After the fix, 'show platform syseeprom' in 202111 works well

How I did it
Due to confliction when cherry-pick these fixes to 202111 branch, I raise a standalone PR for 202111 branch. Versions prior to 202106 without these issue.
How to verify it
After the fix, 'show platform syseeprom' in 202111 works well
