Problem:
Cannot give Adherents or Sanctifiers the 'The Awakening Fire - Fear (1)' upgrade

Expected:
Both units are Infantry and Legiones Astartes (Salamanders), and so should have the option to purchase when 'The Awakening Fire' is selected as a Rite of War
