Describe the bug
Hiding page titles with the controls in Design > Pages > Titles prevents the title element in the Recent Posts widget from displaying properly.

To Reproduce
Steps to reproduce the behavior:

  1. Hide Page Titles in the Customizer
  2. Add a Recent Post widget to the page content or sidebar for that page.
  3. See error
