When merged this pull request will:

adds code example on how to use it outside of being an editor placeable waypoint
Name it script, not function, because it requires scheduled execution.
close Fixed missing waypointGarrison CfgFunctions entry #851

I like this better than making it a weird function that has to be spawned.
