Latest doc build links: Everything looks good to me for now. I think we're set to merge this and release for Icepack. |

Removes "documentation section" (in the developer's guide) out of the documentation and made a wiki page: https://github.com/CICE-Consortium/About-Us/wiki/Documentation-Workflow-Guidance.
