Right now Anaconda doesn't do this, even with the new bootupd flow.

This isn't immediately fatal or anything, but not involving os-prober etc. is a big reason why we have static configs at all.

If Anaconda used bootc install-to-filesystem this issue would go away of course.

We have similar issues with bootc-image-builder which also doesn't use bootupd yet (xref osbuild/bootc-image-builder#18 )

Ultimately this is a messy topic...either we need ostree to detect bootupd has static configs, or bootupd needs to tell ostree it doesn't need to run grub.

Ultimately this is papered over by ostreedev/ostree#3150 for now.
