Initial working prototype

• bmon works as a compact drop in replacement for nvidia-smi
• bmon -cb (same as bmon -a) includes cpu stats for running processes, and diagnostics
• -v flag displays extra gpu info and gives more space to see the process command

The supported diagnostics so far use nvml built-in current throttle reasons (e.g. thermal throttling, power limiting etc.).
